- A FLOW BELOW THE SPECIFIED LIMIT IS ALLOWED FROM (1) TO (2).
- FLOW ABOVE THE SPECIFIED LIMIT IS ASSUMED TO BE A LINE FAILURE AND IS BLOCKED.
